Singaporeans Can Enter Malaysia via Land VTL from 20 December

The Singapore-Malaysia vaccinated travel lane (VTL) will be expanded to allow Singaporeans and Malaysians to travel between the two countries.

Starting next Monday, 20 December 2021, fully vaccinated citizens of Singapore will be able to enter Malaysia. Similarly, fully vaccinated Malaysian citizens will also be able to travel to Singapore. This was announced by the Ministry of Trade and Industry (MTI) on Tuesday, 14 December 2021.

This will be an expansion from the current VTL arrangement which states that travellers must be citizens, permanent residents or long-term pass holders of the country that they are entering. 

This meant that only Singapore citizens, Singapore permanent residents and long-term pass holders in Malaysia were allowed to enter Singapore.

On the other side, only Malaysians, Malaysian permanent residents and long-term pass holders were allowed into Malaysia.

No Plans To Change Testing Regimen

Travel between the two countries will still be limited to the current testing regimen. 

To enter Singapore, travellers would need to take self-administered ARTs daily till the seventh day of arrival. Days three and seven would need to be done at a testing centre. 

As for Singaporeans travelling to Malaysia via VTL, an RTK-ag test is to be done for six days with the second, fourth and sixth day being self-administered upon arrival. The test has to be professionally administered on the third and fifth days. 

Borders Still Not Fully Open

Even with the new protocols in place, travels between the two countries are still strictly by the specialized VTL buses provided by the two companies, Causeway Link and Transtar.

The Health Minister Mr Ong Ye Kung also mentioned that the VTL scheme is not fully open. However, the Minister for Trade and Industry, Mr Gan Kim Yong, mentioned that discussions are underway to expand the VTL into allowing trains as a mode of transportation into Malaysia. 

Mr Gan also advises travellers to "assess the situation and (see) whether or not the risk is worth the while".

“I would encourage you to consider very carefully if you want to spend just a day (there), bearing in mind that there are testing regimes in place,” he adds.
