All travellers to Malaysia must now submit a Digital Arrival Card before entering the country. The requirement extends to all foreigners crossing land, sea, and air borders. 

Coming into effect on 1 December 2023, the Immigration Department of Malaysia said that the online card must be completed before arrival. The only exceptions to the rule are Malaysian permanent residents, Malaysia Automated Clearance System pass holders, and those transiting or transferring through Singapore without seeking immigration clearance.

UPDATE: As of 5 December 2023, all Singaporean citizens are exempt from the requirement as well and no longer need to fill up the arrival card.

The Digital Arrival Card can be completed online within three days of arrival into Malaysia. Travellers will be asked to fill up their personal particulars such as name, nationality, passport details, and arrival and departure dates.

While there have been conflicting anecdotal reports from travellers on whether or not its actually being enforced, we recommend doing it just to be safe.
