The COE quota for November 2024 to January 2025 will be 15,834 - which is 4 percent more than for the 2024 Aug-Oct period
There will be 551 more certificates of entitlement (COEs) for the three-month, six-bid quota period of Nov 2024 to Jan 2025, with 59% of the additional COEs going to crowded Category A.
In the formula used by LTA (Land Transport Authority) to determine the COE quota, the biggest contributor is the 25 percent which comes from the number of vehicles deregistered in the prior 12-month period, which would be October 2023 to September 2024 in this case.
The smaller and less transparent contributor to the quota figure is the brought-forward guaranteed deregistrations of Categories A, B and D vehicles on five-year COEs which cannot be renewed.
The final figure also depends on specific adjustments - downward for Category C (goods vehicles and buses) due to the Early Turnover Scheme for commercial vehicles (332 units), and upward for Open Category E (any vehicle except motorcycle, but actually a proxy for Cat B cars) to accommodate the applicable change in taxi population (+92 cabs) which falls under Cat E.
In addition, 16 expired temporary COEs were returned to the pool for the next quota period.
Category C is allowed a growth rate of 0.25% (of total commercial vehicle population) per quarter - the other categories of A, B and D are not allowed to grow at all in their total population on the road. Cat C, therefore, sees a significant 8.31% increase in its quota - up from 1,299 certs to 1,477.
LTA is expected to announce the COE quota for February-to-April 2025 in January, before the first tender exercise of the said Feb-Apr quarter.
