More COEs from LTA for 2025 May to July, which will be the first quota period under our next Government to be elected on May 3

The total certificate of entitlement (COE) quota for the tender system’s next quarter, 2025 May to July, will be 18,232. 

This is 6.41 percent more than the previous three-month period of 2025 February to April and 20.71 percent more than the 2024 May-July quota period a year ago.  

These additional 1,099 certificates of entitlement include the second injection from the 20,000 “bonus” COEs announced by Land Transport Authority (LTA) in October 2024. 

Looking at the data on a granular level, COE Category A (non-fully electric car with up to 1,600 cc in combustion engine capacity & up to 130 bhp in power output; and fully electric car with up to 110 kW in battery-motor power) receives the bulk of the increased certificates. 

The 7,511 Cat A COEs are up by 10 percent compared to the previous quarter (which had 6,828 certs) and a whopping 30 percent more than the Cat A quota 12 months ago (5,775 certs).

The increase in certificates is more modest for Category B (non-fully electric car above 1,600 cc in combustion engine capacity or more than 130 bhp in power output; and fully electric car with more than 110 kW in battery-motor power). 

Cat B’s 4,689 upcoming COEs are just 5.01 percent more than the previous quota (4,465 certs), but almost 19 percent more than the Cat B quota for 2024 May-July. 

As usual, the Category B pool gets an indirect boost from Category E, which is also used to register larger, more expensive/luxurious cars. The proxy contribution this time from open (and transferable) Cat E is 1,209 certificates.  

Category C (for commercial vehicles and buses) gets 77 more COEs in May-July this year than the previous three months, with 1,625 certs versus 1,548. This is barely a dozen more Cat C COEs in each of the six bidding exercises, which probably won’t push the premium down as much as a recession caused by a trade war between Trump USA and the world. With the uncertain, potentially negative economic outlook for the rest of 2025, Singapore businessmen might delay, reduce or delete their original work-year plans to augment their fleet of industrious vehicles.  

Meanwhile, Category D (for motorcycles) gets 93 more COEs in May-July compared to February-April, with a fresh quota of 3,198 certificates.

Motorist asked some senior automotive executives in the Leng Kee motor belt whether the expanded COE quota for 2025 May-July qualifies as a ground sweetener for GE2025.

Ng Choon Wee, commercial director of Komoco Motors which represents Hyundai in Singapore, replied: “It’s okay lah, since the objective of gradual increase in COE supply is met. The more concerning factor for consumers is whether this increase in supply will lead to a drop in COE prices.”

Nicholas Wong, CEO of Honda authorised distributor Kah Motor, responded: “In this case, Cat A up by 10 percent and Cat B up by 5 percent. Up, but not enough.”

Corinne Chua, MD of Volvo Car Singapore, said: “Good news for those with Cat A cars, but the increases are small for Cats B and E.”

Vincent Tan, managing director of Vincar, a popular parallel importer which is also Singapore’s authorised agent for Aion, GAC and Proton, told Motorist: “This ‘election news’ is not great, ha-ha.”
