In the second COE bidding exercise of April 2025, Cat A closed at $99,500; Cat B closed at $117,003; Cat C closed at $65,001; Cat D closed at $9,309; while Cat E closed at $118,001.

Cat A (car up to 1600cc & 130bhp, and EV with up to 110kW) received 2,121 bids for 1,139 COEs and its premium climbed by $1,776. Category A COE closed at $99,500.

Cat B (car above 1600cc or 130bhp, and EV with more than 110kW) received 1,098 bids for 744 COEs and its premium dipped by $896. Category B COE closed at $117,003.

Cat C (goods vehicle and bus) received 399 bids for 260 COEs and its premium decreased by $3,781. Category C COE closed at $65,001.

Cat D (motorcycle) received 660 bids for 519 COEs and its premium decreased by $580. Category D COE closed at $9,309.

Lastly, Cat E (all vehicles except motorcycle) received 406 bids for 200 COEs and climbed by $999. Category E COE closed at $118,001.

Ng Choon Wee, commercial director of Komoco Motors which represents Hyundai in Singapore, told Motorist: “Category A is overcrowded for sure, there are too many models. Bids received for Cat A from the last bid and today were quite similar. While bids received for Cat B were nearly 20 percent lesser than the last bid, the premium has lowered by less than $1k. Demand for both Cat A and B remains strong despite showroom traffic being slow, especially after the announcement of the increased COE quota from May to July.”

Jason Lim, managing director of BMW authorised dealer Eurokars Auto, told Motorist: ““The demand is still high, especially for Cat A.”

Nicholas Wong, chief executive officer of Honda authorised agent Kah Motor, told Motorist: “Cat A is particularly heated up in this round, despite the rising prices for straight five rounds. It shows the demand is still very strong, exacerbated by the large number of EV models in this category. The effect of the announcement of 10 percent more COEs is nullified by strong demand and the upcoming show at Singapore Expo. Eighty-six percent of the Cat A bids missed their marks in this round.”

The most pessimistic remark came from a Leng Kee motor belt general manager, who felt that “The escalating COE prices are expected to drive a growing number of consumers to re-evaluate whether private vehicle ownership remains a sustainable choice.”
