Circuit Breaker Exit: What Does Phase One Mean for the Automotive Industry?

The Multi-Ministry Taskforce announced on 19 May 2020 that Singapore will exit the Circuit Breaker on 1 June. As part of a more cautionary approach, the transition will be split into a three-phased approach to ensure that activities are resumed safely. So, what does the first phase mean for the automotive industry?
Cars Showrooms will continue to
close
According to guidelines, economic activities that “do not pose high risk of transmission” will be allowed to open. In the official list of permitted services by the SSIC (Singapore Standard Industrialisation Codes), SSIC 47311 - The Retail Sale of Motor Vehicles except Motorcycles and Scooters, is not included. This means that car showrooms will remain shuttered during phase one.
COE Bidding Exercise Likely to Continue to be Suspended
It is still unclear if the COE bidding exercise will resume. There has been no official announcement from the Land Transport Authority (LTA).
With the continued closure of showrooms, it is highly likely that the COE bidding exercise will remain suspended.
COE bidding has been ceased since April.
Car Maintenance/Repair Service Set to Resume
Under the SSIC (Singapore Standard Industrialisation Codes) 95291, 95301, car owners will be able to go for up-keeping such as vehicular repairs as opposed to only essential repairs during the Circuit Breaker.
This includes many kinds of car repair services. Some examples include mechanical and electrical repairs, bodywork repair, spraying and painting, ordinary servicing as well as installation of parts and accessories.
However, car washing and related services are not included in this list of services that are permitted to operate. This means that car wash and detailing shops will continue to remain closed as well.
