I would like to claim third party on the driver that caused damage to my car. However, I can’t do anything as the driver didn’t report an accident report. What is my option if the other party does not file an accident report? How can I claim repair cost? Thanks.

You should always file an accident report immediately to your insurer regardless of the other party filing or not. Most likely you would need to furnish these details to your insurer: the other party car plate number, accident photos/videos as proof and a photo of the other drivers license/ic unless its a hit and run then you would need to appeal for a witness request which you can do so here. https://www.motorist.sg/witness-appeal
