A transfer of vehicle can be effected with a COE renewal application if the current COE has not expired. However, if the current COE has expired and the COE renewal application is still pending cheque clearance, the transfer of vehicle can only be effected when the cheque payment for the PQP has been cleared, and the COE is renewed.
